ANNUAL GENERAL MEETING OF THE RIFLES AND ROYAL GLOUCESTERSHIRE, BERKSHIRE AND WILTSHIRE REGIMENTAL ASSOCIATION HELD ON SATURDAY 27th
JANUARY 2018 AT THE WYVERN CLUB DEVIZES

A total of 54 members of the Association and two Associate Members.

23 ‘apologies’ were received in advance of the meeting. Names of ‘attendees’ and ‘apologies’ appear in the Minute Book.

ITEM ONE – OPENING REMARKS

1. The Chairman thanked members for making the effort to attend and welcomed them to The Wyvern Club, a former Company Drill Hall of 4th Battalion the Wiltshire Regiment, He apologised for the dearth of car parking and hoped the promise of the curry lunch would compensate for that shortfall. He went on to give an account of the losses of the Rifles County Offices and Staff at Customs House Gloucester and Salisbury(Winchester) and the ever-increasing reliance on volunteers to oversee the running of the Association. He suggested that the sums raised for Lesley Bradshaw and Sue Nelmes demonstrated the regard both ladies were held in by the Association members. He proceeded to give an overview of the data the Association had received from the Rifles Salisbury Office (located in Winchester) and whilst that data had been installed on the Apple Laptop procured for the Association Secretary technical gremlins prevented the marrying up of that data to Microsoft Outlook. This has resulted in the Secretary largely rebuilding the data to be able to group email members. The advent of General Data Protection Regulations (GDPR) may require members having to positively opt into the Association keeping their details, though there is a belief that if that personal permission has already been given it may not have to be renewed. The main point to take home from all of this is that the Secretary has details of more than 11,000 former members of our regiments but only 1,470 email contacts. In addition, he covered:

Reunions
• On 18 March 2017 Back Badge Day was celebrated by a service in St Mary de Lode followed by light refreshment in the Cathedral Chapterhouse. The Gloucestershire Reunion was held in the evening in The Gables.
• Sun 4 June Devizes Church Service and Lunch
• The weekend of 01/02 July saw:
• The RGBW Officer’s Lunch, held on the Saturday.
• The Salisbury Reunion held in the South Wilts Golf Club on the Saturday evening.
• The Association Drumhead Service and Lunch held in the Wardrobe gardens.
• 22 /23 July saw the Maiwand Reunion on the Saturday with the Cenotaph service and Lunch on the Sunday.
• 2 December Ferozeshah commemorative service and lunch.

Figures for the Reunion events seemed to be down, and organisers will be reviewing whether they can sustain evening social events

Remembrance
• The Garden of Remembrance ceremony at Westminster Abbey and marching at the Cenotaph on Remembrance Sunday.
• Local Remembrance Sunday Parades across the three counties.

New Structure

The Chairman drew members attention to the Associations’ organisational chain of command as approved by the Charity Commission and demonstrated the shortfall. He indicated that perhaps the better way of working within this framework was to produce an Association Handbook to provide the Association and branches themselves guidance whilst we have these significant shortfalls. (For example, Cash Floats for Counties).

 

He asked branches to consider deserving nominations for the Presidents Certificate of Appreciation, or even the Rifles Biennial Awards (next one in 2019). If the Association wishes to continue to participate in the Cenotaph March Past returns will now have to go to the Association Secretary. Branches requiring Wreaths for remembrance Sundays will need to order through their Counties, if they haven’t currently got a secure supply process. Finally, he reminded branches that the articles for inclusion on the Bugle magazine by September.

ITEM TWO – MINUTES OF THE PREVIOUS MEETING

2. Copies of the previous Minutes, held at 4 RIFLES, New Normandy Barracks, Aldershot, had been handed out on arrival, and members were given time to refresh the memories of that meeting. No questions being raised from the floor the minutes were proposed by Bill Sherman, Seconded by Steven Shaw. There were all votes in favour; nil against and nil abstentions, so the minutes were carried.

 

ITEM THREE – MINUTES OF THE EGM

 

Copies of the minutes of the Extraordinary Meeting held in The Wyvern Club Devizes, on 18th February had been handed out to members on arrival and members given time to read through at this point in the meeting. The mention of an Annual Budget was mentioned in the Minutes which the Chairman agreed had to be addressed. It was also agreed that to sustain active membership there was need to advertise the Association to former members of the Rifles. The proposal to accept the minutes was made by John Blundell and seconded by Bill Sherman, those in favour 50, against 2 and abstained 2 The proposal was adopted.

 

ITEM FOUR – REPORT ON THE ACCOUNTS & INCOME AND EXPENDITURE FOR THE YEAR 1 APRIL 2016 TO 31 MARCH 2017

3. Lt Col Motum firstly explained that the Trustees had approved the accounts on 10th November 2 017 and then provided a background context some of which had already been covered in the Chairman’ s Opening Remarks. In summary Lt Col Motum was able to report that as at 31 march the Association was worth £563,277 and it had received and impressive gain of £71K on its investments. From that figure the Investment Income (dividends) was £15,314 compared to £14,940 the previous year. The 2016-17 FY was a more normal year as there had been no major expense such as the Windsor Reunion or Loos Battlefield Tour of 2015. The assumptions for the future expenditure are:

Working grant of £2K per ‘county’ event remains (i.e. Gloucestershire, Wiltshire, Berkshire and Salisbury =£8K).

Branch grants of £100 per annum will continue = £1,300

Wreaths – spent £1,700 in account period, may need to examine numbers required.

Travel & Subsistence e.g. Volunteer Secretary, County Chairmen

Honorarium for Secretary.

2. Lt Col Motum concluded by suggesting that a working annual capital of about £12K would be required to run the Association in a routine year and that with the production of an annual budget when a Treasurer is appointed a request should be made to the Trustees to transfer that annual working capital into the Association’s new account when created.

Acceptance of the Accounts Proposer Toby North, Seconder Phil Miller; carried unanimously.

ITEM FIVE- 2018 REGIMENTAL REUNIONS

3. The Chairman gave out the proposed dates for the 2018 Reunions at the AGM, but because of the proposed dates a request was made that the dates for the Reading Reunion be moved from the Saturday to the Sunday. Mr Peter Richens, the Reading Chairman agreed to address that at his branches next meeting. (Post AGM note, Reading Branch agreed to change the date of their meeting and the confirmed 2018 Reunions dates are as shown below:

ITEM SIX- ANY OTHER BUSINESS

4. The Severn Branch had already notified the AGM of two questions, the first was asking about the location of the Back Badge Church service and asking if there was any reason why the service could not be held in St Mary de Crypt where several of the Regimental Colours and Standards are house. Being forewarned of the question the Chairman had ascertained that St Mary de Crypt was unavailable for the organising committee and passed on a Request from Lt Col Dixon that if there were any volunteers wishing to join the organising committee he would welcome their participation.

5. The second question was the proposed date of the Maiwand Reunion in Reading and has been mentioned this was discussed under the 2018 Reunions and has subsequently been resolved.

6. The question of Welfare was raised, and it was explained that the Trustees had passed across to the Rifles RHQ a lump sum of money to be ringfenced for RGBW welfare cases. The process for initiating was explained and will be further reinforced by the Chairman writing to Branches and having the letter posted on the website.

7. There was discussion about the number of members in the Association who do not use electronic communications and have not received any Annual Newsletter they have paid for resulting in poor attendance figures at some of the 2017 Reunions. It was agreed that the Officers of the Association would work with those organisers of the Reunions affected. With Regards to reimbursing members who had paid for hard copies of Newsletters to be mailed to them the Association will identify those who have paid and establish how to achieve this.

10. Major Nigel Walker asked if any Trustees were present at the meeting and could update be provided on the position of the Association’s President. The Chairman confirmed a member o f the Trustees was present, that being himself. He then updated the meeting by explaining that the President has in fact given the Trustees his notice that he had stood down and was presently only holding the helm until a replacement was forthcoming.

11. Toby North/Farren Drury spoke about DERR@60 function, provisionally to be held at Hayling Island 7-9 June 2019. Further details to follow.
